You seem to be thinking of it like a utility like electric, or water, etc. YOU failed to do all of that, so now they have to hire people to manually look you up, get the video of the violation(s) and send you a notice since you got something (used the tollroad) and didnt pay for two weeks. They also have a website that states if you didnt pay you have 14 days and to sign up to pay your outstanding bills. But luckily they have signs telling you how to pay after each plaza, they have signs telling you before you get on a tollroad that you are about to get on a toll road.
